The Homelessness Prevention and Rapid Re-Housing Program (HPRP), created by the Recovery Act of 2009, provides financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. HPRP funds are intended to target individuals and families who would be homeless but for this assistance.

The funds provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management. The State of Kansas received $8.3 million in HPRP funds. All funds must be spent by March 2012. For more info, view the complete HPRP.

The Recovery Act provides protections for certain individuals who make specified disclosures relating to possible fraud, waste and/or abuse. Employees cannot be discharged, demoted or otherwise discriminated against as a reprisal for making a protected disclosure. Additionally, all Recovery Act job sites are required to post signage of Whistleblower protections.  It is strongly recommended the Recovery Act Fraud Hotline Poster is posted along with the Whistleblower Poster.
